Paco was born on May 17, 1978, in Boskoop and named after a famous Spanish soccerplayer, whose nickname was Paco. The main occupation of the inhabitants of Boskoop, a small village known by many people for the apple that is bred there, is growing nursery stock. After highschool, Paco chose to study horticulture at Wageningen Agricultural University. The first three years were focused on the production of plants, and he wrote a thesis about the hardening off of apple trees.

The second part of his study is focused on agricultural history and policy making. He believed the fellowship at the Center was a good opportunity to expand this part of his study. His subject was a comparative study between the Netherlands and Minnesota about the founding of agricultural interest organizations and co-operations in the era 1870-1930.

He published his thesis "United We Stand, Divided We Fall: The Origin of Agrarian Corporatism in Minnesota USA and the Netherlands 1865-1929" in March 2003
