Bill Palmer's fellowship will focus on researching and writing about the history, operations, and socio-economic impact of the former Chandler Air Force Station (CAFS) on the local community of Chandler, MN during its operational period from 1952 to 1969. The station's mission was to track potentially hostile aircraft in Canadian and U.S. airspace. In order present the most accurate picture of the history, operations, and local/regional impacts of CAFS, he includes in his research Air Force records and oral histories of the men who served at CAFS, their spouses, and members of the local communities.

Palmer acquired a B.A. in history at St. John's University. He received his Juris Doctorate degree from the University of Minnesota School of Law. He also got his Master's of law at the Judge Advocate General's School in Charlottesville, Virginia. He is a retired Army Judge Advocate and has practiced law for the army in many states including California, Kansas, Louisiana, Maryland, Missouri, New York, Virginia, and overseas in Germany.
