Web Page Use and Design Policy

Goals of the Southwest State University Web Page
These standards are established in an attempt to achieve specific goals:
- to provide complete, correct, and current information to our web visitors.
- As a public institution, we are obligated to make our information equally accessible to all persons, including those with disabilities, either physical or technical. Library web page authors should therefore avoid design choices that create otherwise avoidable difficulties for persons using special browsers (such as those for the sight-impaired) or who may not have the latest computer technology or high speed Internet access.
- All SSU Library web material should be identifiable as being a publication provided by the Southewst State University Libary. The distinction between official and unofficial content will always be clear.
- The quality of our web publications reflect on the image of the University. Web content should have a professional appearance, provide user friendly tools to aid the viewer in making use of the site, and avoid those features that are known to distract and annoy visitors.
Creative design is encouraged, but only when it can be accomplished without sacrificing of any of the above goals.
Accountability
College library web pages, like all types of web pages, provide links to sites across the Internet. Users should be aware that the SSU library does not control the content (including decency and legality) of pages external to the university or SSU library. All library web pages must abide by federal copyright laws and all applicable laws relating to public expression.
All SSU library web pages will include an e-mail address for the person or persons responsible for the publication of the document.
All web pages will be reviewed on a regular rotation to ensure accuracy and currency.
Support
All pages created for the SSU Library Web Sites will be reviewed by the library Webmaster and may be reviewed by the SSU librarians.
Disclaimers
The SSU Library does not accept any responsibility or liability for information found on personal and agent home pages. Personal, commercial, organizational or educational home page authors are solely responsible for the content and organization of information they post.
Complaints or Violations
The library reserves the right to deny access to the Library Web Page to any Personal Home Page author providing inappropriate material or information.
The library also reserves the right to disable access to pages which are causing a negative impact on the server or network performance. In such an event the Webmaster will make a reasonable attempt to notify the responsible contributor before disabling access.
Complaints about the web page design or content should be forwarded to the Webmaster.
Required Information, all Library Web Pages will contain the following:
- name and email of responsible author
- if no author is given the Webmaster shall be the responsible person
- page title and description
appropriate Southwest State University headers
- links to Library Home Page and SSU Home Page
Copyright and Use of Images
Any violation of copyright is the responsibility of the Webmaster or web author of the page. Users of the Library Home Page may not scan or use images from any of the library publications without prior permission from the library Webmaster. A statement of copyright will be available on the Library Home Index Page.
Any images used on the library home page not created by SSU-Library or Southwest State University are believed to be in the public domain. Provisions will be made to remove immediately any icons not in public domain or that have received no copyright permission.
Copyright restrictions may include (but are not necessarily limited to):
- copying and reselling programs or data
- using programs or data for non-educational use
- using programs or data for financial gain
- publicly disclosing programs or data that may be in violation of site licensing or authorizations
Copyright laws apply to all content on the SSU Library Homepage. It is expressly forbidden to copy any source (e.g., cartoons, photographs, articles, poems, graphics, sound or movies) without permission of the SSU Library Webmaster.
Inappropriate/Appropriate Material
The following may not be placed on the SSU Library Homepages:
- material for the purpose of private financial gain not relevant to the mission of the library or college
- private or confidential information used without permission
- use of material to intimidate/harass any groups or individuals
- use of material to voice obscene or threatening messages
- use of material to engage in any illegal activity
The following materials may be considered suitable for permission on the Library Homepage:
- policy documents, reports, procedures
- instructional materials
- computer based tutorials
- library indexes, search engines or portals
- library information, updates and staff directory
- description of services and resources
appropriate web sites (links) which compliment the university's or library's mission or academic curriculum
WEB DOCUMENT HTML GUIDELINES
Backgrounds
The main body background is [bgcolor=FFFFFF](white) in accord with the SSU Home Page background. This background is also the easiest to read and most acceptable color for all Web Browsers. Any change in color must be reviewed by the Webmaster.
Icons
All icons are to be in public domain. Special icons may be used if proper permission is given in writing. Any icon challenged or under copyright will be removed per request of owner.
Headings with Documents
All headers will include the Southwest Logo and Southwest Library Logo. Any text in this space will use either the h1 or h2 tag. All documents will begin with a visible title and the HTML code will use ALT="heading" in the image tag header so that non-graphical browsers can see the title.
"Under Construction"
The use of Under Construction is discouraged. However, in the event of a short (less than 7 days time frame) period of time an "Under Construction" card will be used. If the link is not completed in the 7 days allowed it will be removed until the link is completed.
Versions of HTML
The HTML version used will be the latest. No beta version will be used that might exclude a class of users from accessing the documents.
File size
Due to limited space file sizes and amount of graphics, audio or video clips must be kept to a minimum. No graphic or other attachment that is a non HTML document will be used or linked.
Page Size
Currently 14.4 KBPS modems are standard on most computers. Pages will be less than 80 KB including all graphics; this will provide all users with the fastest and most efficient load time.
Blinking
Blinking tags work on a limited basis and special coding is needed to use with Internet Explorer browsers. Blinking will not be used on the SSU Library Homepage
